What do you think of a transformation like this?

Does glasses, chubby cheeks, double chin, and messy hair along with a more shy personality make female characters look younger and more adorable?

Adorable, yes. But I wouldn't say she looks any younger.

Agreed with Pinkhippo99. She looks very cute, but about the same age, mostly due to the hips and bust even with the chubby cheeks. If anything, she looks more... Not mature, but self-assured and confident? She looks very happy with herself.

Exactly. The distribution is a big factor here. If more of the weight were centered in the belly, it would help make her look less "mature." Hair and clothing are a big part as well. Swap the outfit for a nerdy t-shirt and stuff her belly into some sweatpants and then she'll start to look more like a young nerd and less like a mature woman. Also, her hair doesn't exactly look messy in that picture. More "artfully frazzled," like someone who put a lot of effort into looking like she put no effort in her hair at all. If you want her to look younger, either put her in pigtails or make it REALLY messy, like split ends everywhere and bangs covering one eye messy.
